REQUEST FOR PLANNING COMMISSION ACTION

DATE: 08/12/98
ITEM NO: 6( )
Department Approval: Agenda Section:
PUBLIC HEARINGS

Item Description: City of Roseville request to amend Section 1004.01(G) of the
City Code Relating to Home Occupations (PF2969)

1.0 REQUESTED ACTION

1.1 The City of Roseville is proposing text amendments to Section 1004.01 G of
the City Code to update and clarify the City's regulations regarding home
occupations and home-based business. The amendments as proposed
will require the business to be secondary to the residential use of the
property, allow one non-resident employee, prohibit exterior displays or
storage related to the business, and address off-street parking issues. The
intent of the proposed modifications is to address the current needs of
home-based businesses, while protecting the community's residential
areas from inappropriate commercial uses.

2.0 BACKGROUND

2.1 The Community Development Department has received several requests
over the last year regarding the City's home occupation regulations. In
general, these requests have highlighted the restrictive aspects of
Roseville's regulations as compared to other communities.

2.2 The home occupation regulations were originally adopted in 1959. These
regulations did not anticipate the home computer and telecommunication
changes over the past ten years.

3.0 STAFF COMMENT
4.0 STAFF RECOMMENDATION

5.0 SUGGESTED PLANNING COMMISSION ACTION

6.0
1004.01: GENERAL REQUIREMENTS IN ALL RESIDENCE DISTRICTS
The following minimum requirements shall apply to all buildings that may be
erected, converted or structurally altered in residence districts:
G.
