<br />administrative review of requests that do not have a dramatic visual impact. <br />Allowing the placement of antennas on existing public utility structures and public <br />utility towers will have the same minimal visual impact; therefore, staff recommends <br />that the placement of antennas on such towers and structures be allowed as a <br />permitted use in all zoning districts. The administrative review process will ensure <br />that antennas attached to existing public utility structures and towers will be visually <br />appropriate in design. <br /> <br />2.4 If this proposed amendment is approved, US West will request permit to place <br />telecommunications antennas on NSP electrical transmission towers near the <br />intersection of County Road C and Cleveland Avenue/l-35 and near the intersection <br />of County Road C and Victoria Street. <br /> <br />2.5 Section 1015 outlines the procedure for amending the zoning code of the City. <br /> <br />3.0 STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff has made the following findings: <br /> <br />1. Section 1012.10(A) of the City Code does not provide for the placement of <br />telecommunication antennas on existing public utility structures or towers as <br />either a permitted or conditional use in any zoning district. <br /> <br />2. A wireless telecommunication company providing service to this area has <br />entered into an agreement with NSP to place telecommunication antennas <br />on NSP electrical transmission towers within the community. <br /> <br />3. The placement of telecommunication antennas on existing public utility <br />structures and towers will reduce the need for additional towers within the <br />community, while addressing the needs of the telecommunications industry. <br /> <br />4. The placement of telecommunication antennas on existing public utility <br />structures and towers will have a minimal visual impact; therefore, such <br />placement is an appropriate permitted use in all zoning districts with <br />administrative review. <br /> <br />5. The proposed City Code amendment is in harmony with the general purpose <br />and intent of the City's Comprehensive Plan and Title 10 of the City Code <br />(Zoning). <br /> <br />6.
