REQUEST FOR CITY COUNCIL ACTION

Department Approval:

]'w/U

Item Description:

DATE: 01/26/98
ITEM NO: J-l
Agenda Section:
ORDINANCES &
RESOLUTIONS
City of Roseville request to amend Section 1012.10(A) of the City
Code (Private and Commercial Antennas and Towers)(PF#2974).

Manager Approved:

~&-

1.0 REQUESTEDACnON

1.1 The City of Roseville proposes to amend Section 1012.1 O(A) of the City Code
(Private and Commercial Antennas and Towers) to include the placement of
communication antennas on existing public utility structures and towers as a
permitted use in all zoning districts.

1.2 The City Council held the first reading of this ordinance at the January 12, 1998,
City Council meeting.

2.0 BACKGROUND

2.1 Over the past several months, the concept of placing communication antennas on
existing public utility structures, such as the NSP transmission towers, has been
discussed with US West Wireless. US West has recently entered into an easement
agreement with NSP which will allow US West to place telecommunication facilities
on existing NSP towers within the community. The joint use of public utility
structures and towers has not been considered in the past; therefore, the City Code
does not address such an arrangement in the regulations for communication towers
and antennas. Section 1012.10 of the City Code does not allow the installation of
antennas on existing public utility structures or towers as either a permitted or a
conditional use.

2.2 The joint use of existing public utility structures and towers will reduce the need for
additional communication towers within the community. By placing antennas on
existing electrical transmission towers and similar structures, the needs of both the
City and the wireless telecommunications industry can be met: the wireless
telecommunications industry can provide seamless coverage and the City can
protect the visual landscape from the often blighting influence of additional towers.

2.3 Section 1012.10(A)(12) ofthe City Code outlines exceptions to the provisions of this
section. Antennas attached to, but not above, the exterior walls of buildings as an
integral part of the architecture are a permitted use in all Business and Industrial
zoning districts. The intent of this provision is to provide an avenue for

RCA(PF#2974) - 01/26/98 - Page 1 of 3
