<br />SUMMARY OF FINDINGS <br /> <br />Land Use Historv <br /> <br />The Property is located in Township 29 North, Range 23 West, <br />section 3 in Ramsey County (Figure 1). sequential historical <br />aerial photographs (References 1, 2 and 3) indicate that the <br />Property and surrounding area was agricultural and/or vacant <br />until the early 1950's when residential and commercial <br />development began. Ralph B. Reader School was constructed on the <br />Property in 1962 by the Moundsview School District. <br /> <br />Information available from the USDA (Reference 5) indicates that <br />the Property has been cut and graded. The surrounding soils are <br />classified either as Hayden - Kingsley complex, a fine sandy loam <br />soil occurring on ground or end moraine or Zimmerman complex, a <br />loamy fine sand occurring on outwash plains. <br /> <br />USGS topographic maps for the area (Reference 4) indicate that <br />the Property is located on the end of a low ridge with the <br />ground sloping from the north to the west, south and east. Two <br />depressions are located near the Property, the larger and more <br />influential one being on the south edge with a smaller one to the <br />west of the Property (Figure 1). Since shallow ground-water flow <br />normally occurs in a direction perpendicular to the slope of the <br />surface topography, shallow ground-water flow at the Property is <br />expected to be varied in direction. The majority of flow will be <br />in a southerly direction toward the depression on the south edge <br />of the Property. Shallow ground-water beneath the Property is <br />expected to occur within 20 feet of grade level and to be <br />recharged from the topographically higher areas to the north. <br />Regional ground-water flow would be in a southerly direction <br />toward the Mississippi River. <br /> <br />Existinq site Conditions <br /> <br />~ <br />I <br />I <br /> <br />The Property and building were inspected by Northern <br />Environmental personnel on January 21, 1991, and found to be <br />generally well maintained and neatly kept. Approximately 30 % of <br />the Property is occupied by the school building and adjacent <br />parking lot. The remainder of the Property is vacant and <br />covered with snow. <br /> <br />1 <br />1 <br />1 <br />I <br />I <br /> <br />The Property is bordered on the north by residential property, on <br />the west and east by apartment complexes, and on the south by the <br />NCR Comten building. The areas located further to the north and <br />east of the Property have been developed primarily for <br />residential land uses. The areas located further to the southwest <br />and northwest of the site along Snelling Avenue (Highway 51) have <br />been developed primarily for commercial or retail land uses. <br /> <br />An elementary school (Ralph B. Reader) was operated at the <br />Property by the Moundsview School District until 1982 when it was <br />
