<br />2.4 In conjunction with the application for a conditional use, the following documents <br />have been submitted and reviewed by staff In preparation of this report: <br /> <br />* <br /> <br />site development plan, construction site plan, site demolition plan, and <br />directional signage plan (dated 12/15/97, revised12/30/97, and <br />revised 01/07/98). <br />a grading/drainage plan and utility plan (dated 12/15/97) <br />building elevation and materials plan (dated 12/15/97) <br />building floor plan (dated 12/15/97) <br />landscaping plan (dated 12/11/97, revised 12/29/97, and revised <br />01/07/98); <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />2.5 Redevelopment of the site will include the construction of a new 4,295 square foot <br />Arby's/Sbarro Restaurant in the southwest portion of the site. The new restaurant <br />will have 120 seats, 61 off-street parking spaces, and a drive-through with stacking <br />capacity. In conjunction with redevelopment of the site, a utility pole along the <br />frontage road will be moved, the curbcuts will be realigned, the existing parking area <br />to be re-used will be overlaid with 1.5" of bituminous, concrete perimeter curbing will <br />be installed, catch basins will be installed (site currently sheet drains), additional <br />landscaping will be installed, the trash enclosure will be removed from the <br />southwest corner of the site, and the interior circulation of traffic on the site will be <br />improved. <br /> <br />2.6 The exterior of the building will be a light colored stucco/EFIS material with a metal <br />cap to match the red of the entry ways. The north, east, and south sides of the <br />building will have an architectural feature that projects above the parapet wall. <br />These features include glass panels and a standing seam metal roof in red. Back-lit <br />awnings will be located over the entry way on the north side of the building, and <br />above windows on the north, east, and south sides of the building. Building signage <br />will be located within a sign band area. <br /> <br />2.7 While the new facility is being constructed, the applicant proposes to keep the <br />existing facility open for a period of 75 to 90 days. There will be a period of two to <br />three weeks between the time the existing restaurant is closed and the new <br />restaurant is opened. Franchise Associates maintains that it is imperative to <br />continue operation of its business during this interim period in order to retain jobs <br />for its employees and maintain its customer base. During this construction/interim <br />period, the number of off-street parking spaces will be reduced to 31. In order to <br />accommodate this construction/interim period, employees and construction workers <br />will be required to park off-site. Construction materials and equipment will be limited <br />to the area delineated on the construction site plan. This construction area will be <br />fenced in order to provide security and limit access. <br /> <br />2.8 The applicant has been working with staff since November on the proposed site <br />development plan. In response to concerns, the final site plan has been modified <br />to include a one-way traffic circulation pattern on site, the realignment of curbcuts <br />to facilitate traffic flow, the installation of signage and other visual cues to facilitate <br />traffic flow, pedestrian access to the building, the installation of additional <br /> <br />PF#2977 - RPCA (01/14/98) - Page 2 of 6 <br />
