Request for Comprehensive Plan Development; <br />Traffic and Utility Review <br /> <br />From: <br /> <br />Re: <br /> <br />As requested, I have reviewed the above proposal with regards to traffic and utilities. <br /> <br />Traffi c <br /> <br />Currently, the site is designated as Medium Density Residential in the City's Comprehensive <br />Plan and is currently zoned R-1. Since the site is approximately 3.2 acres in size, the maximum <br />number of units on the site would be 32 for Medium Density Residential use. It is my <br />understanding that Everest proposes approximately 50,000 square feet in a 3-level building for <br />this site. The exact use was not specified by the applicant, so I have used both General Office <br />and a MedicalIDental facility for the purposes of this analysis. The number of vehicle trips per <br />day expected for each use are summarized as follows: <br /> <br />TYPE OF USE TRIPS GENERA TED <br />Medium Density Residential 160-225 <br />General Office 740-850 <br />Medical/Dental Facility 1,400-1,700 <br /> <br />Source: ITE Trip Generation Manual, 6th Edition <br /> <br />Hamline Avenue is classified as a minor arterial in the City's transportation network. In 1990 the <br />traffic count for Hamline Avenue adjacent to the proposed site was 12,500 vehicles per day <br />(Figure Trans-5). This was based on the traffic model prepared for the City by BRW, Inc. At <br />the time the model was prepared this section of Ham line Avenue was a 4-lane undivided <br />roadway. The model predicted an increase to 18,500 vehicles per day by the year 2010 (Figure <br />Trans-7). Based on the 4-lane undivided street section, this would result in Hamline Avenue <br />being near its capacity in the year 2010 based on the existing comprehensive plan designation of <br />Medium Density Residential (Figure Trans-8). <br /> <br />Due to the number of accidents on Hamline Avenue, the roadway was restriped in 1993 to a 3- <br />lane configuration with the center lane being used for northbound and southbound left turns, <br />This change in configuration, while reducing the number of accidents on the roadway, has also <br />
