Because the roadway was projected to be near its capacity in 2010 based on <br />the original configuration, the new configuration coupled with an increase in traffic trom the <br />proposed site would likely place Hamline Avenue over its capacity. <br /> <br />I have had discussions with Dan Soler, Ramsey County Traffic Engineer, regarding Everest's <br />proposal. It is Mr. Soler's opinion that an increase in traffic such as that proposed would likely <br />(esult in a need for modifications to the intersection of Ham line Avenue and Commerce Street. <br />The upgrade would likely be a change to a 5-1ane configuration with dedicated turn lanes, <br />Because of the expansion of the roadway, it is also Jikely that additional right-of-way would be <br />required to accommodate the new intersection. The traffic signal would likely also need to be <br />modified. It is possible that an improvement of this type would be (equired in conjunction with <br />construction of the applicant's proposal. <br /> <br />A traffic study was completed by BRW in 1997 to detennine the impacts of potential uses for the <br />State Farm site north of Commerce Street. It was BRW's feeling that a change in use resulting in <br />increased traffic from the State Fann site would create the need to improve the Hamline Avenue- <br />Highway 36 inte(change to accommodate the additional traffic. It is possible that the increase in <br />traffic associated with the current proposal would have the same affect on the interchange. <br />MnDOT has expressed concern regarding the current Highway 36 Interchange. It is likely they <br />would be interested in a reconfiguration of the interchange as part ofa redevelopment. <br /> <br />Utilities <br /> <br />With regards to sanitary sewer capacity, I have obtained SAC unit information from Don <br />Munson, the City's Permits Coordinator. The infonnation is summarized as follows: <br /> <br />TYPE OF USE SAC UNITS <br />Medium Densitv Residential 32 <br />General Office 21 <br />MedicalIDental Facility 25 <br /> <br />There is currently an 8-inch sanitary sewer within the Hamline Avenue right-of-way adjacent to <br />the site. The existing line has the capacity to carry the flows which would be generated by a <br />medium-density residential development. Both a general office and a medical/dental facility of <br />the size proposed would generate less flow than the medium density residential use. Therefore it <br />is not anticipated that there would be a sewer capacity problem if the proposed development <br />were constructed. <br />
