City of Roseville Planning Commission Minutes
Wednesday, June 8, 1994

MINUTES

Member Rengel questioned the appropriateness of a auto parts dealer adjacent to banks,
low-volume retail, and offices. He stated that Lot 3 could be divided into too small lots
which would create future problems for development, rather than along the I large site to
be developed at a later time.

Member Thomas stated that, in the area between the single family area and the business, a
large berm could be created which would be used as a buffer for this operation, The
homes would not be impacted by this operation. Member Harms stated that this is a
transitional use with come-and-go traffic, longer hours, lighting, and traffic noises.

Member Wietecki stated that there are a number of sites west and south of this area that
could be used for retail and retail parts operations, The city wants to retain the few large
remaining sites for larger developments, and is unwilling to begin dividing the land into
smaller retail lots.

Member Roberts stated that he agreed with Chairman Wietecki. He noted that Vista 2000
states that no more retail encroachment should occur. He recommended finding another
location.

Member Wall stated that the project simply just doesn't fit. No further action was taken.

(b) Everest Development Group - Senior Housing project at Hamline

City Planner Michael Falk provided a background report in which he described the
Everest Group's proposal to work in cooperation with the Episcopal Corporation for the
Elderly to propose a 71 unit, 3-story, rental apartment complex for seniors.
