<br />Mr. Tim Nelson <br /> <br />-2- <br /> <br />Apr il 30, 1987 <br /> <br />With minor refinement to the parking provisions the <br />site plan wi I I provide effective on-site traffic opera- <br />tion. <br /> <br />BACKGROUND <br /> <br />The proposed development would be located on the east side <br />of Hamline Ave. just south of T.H. 36 (see Figure 1) and <br />would consist of two office buildings with a total of <br />159,950 square feet gross floor area. Primary access for <br />the site would be at the existing signalized intersection of <br />Hamline Avenue and Commerce Street. A secondary access <br />point would be provided to Hamline Avenue, across from Sand- <br />hurst Drive. <br /> <br />In order to assess the traffic implications of the develop- <br />ment, it is important to understand the current roadway and <br />traffic conditions in the area. Presently, Hamline Avenue <br />along the site frontage has a four lane, undivided design <br />and functions as a collector roadway. The 1985 Average <br />Daily Traffic on this segment of Haml ine Ave. was 12,450 <br />vehicles per day. Ramsey County is planning the following <br />two improvements to Hamline Ave. that would increase its <br />traffic capability: <br /> <br />Upgrading of Hamline Avenue between County Rd. Band <br />Larpenteur Ave. in 1987 to 1989. This improvement <br />would include left and right turn lanes as needed at <br />the intersection of Hamline Ave. and County Rd. B. <br /> <br />Widening of Haml ine Ave. to four lanes between County <br />Rd. B-2 and County Rd. C In 1989 to 1991. In conJunc- <br />tion with this project, the County would monitor the <br />intersection of Hamline Ave. and County Rd. B-2 <br />regarding possible warrants for traffic signal control. <br /> <br />According to the Minnesota Dept. of Transportation, the May <br />1986 volume on T.H. 36 just north of the site was 61,450 <br />vehicles per day. <br /> <br />In order to establish a sound basis for the traffic <br />analysis, p.m. peak period traffic counts were conducted at <br />the following four intersections along Hamline Avenue: <br />County Road B-2, T.H. 36 north ramps, Commerce Street, and <br />County Road B. The results of these counts are presented in <br />the traffic forecast section of this report. <br />
