<br />There were no public comments; therefore Chairperson Wietecki closed the <br />hearing, <br /> <br />Motion: Member Wietecki moved, Member Mulder seconded, to recommend <br />approval as follows with additional recommendation (#13) by Member Wietecki: <br /> <br />1. The Comprehensive Plan designates the Roseville Center parcel and the <br />parcel previously occupied by Fina Petroleum as Shopping Center. The <br />parcel previously occupied by Margolis Nursery is designated at Limited <br />Business. It is the policy of the City to address the redevelopment of <br />parcels through the use of the planned unit development process, in order <br />to ensure compatibility between the proposed use and surrounding uses. <br /> <br />2. The concept site development plans originally submitted with the <br />application have been modifed to reflect concerns expressed during <br />review of this project. Final development plans will be submitted prior to <br />final development plan review and final plat review by the City Council. <br /> <br />Modifications to the overall Center concept development plan include: 1) <br />development of a concept building elevation which incorporates design <br />elements of the Larpenteur streetscape plan and creates a unique center; <br />2) development of a concept pylon sign elevation which reflects the <br />proposed design of the Center and is "grounded"; 3) the preparation of a <br />preliminary landscape plan which includes includes the placement of <br />landscaping on islands within the existing parking area and at the <br />perimeter of the site. Design features of the building elevation include <br />replacement of the metal roof with a new metal roof (exact colors not yet <br />determined), installation of a main tower and/or corner towers, roof line <br />elements to address the changes in grade, placement of masonry around <br />the existing columns (brick with broken block base), designation of a sign <br />band and development of consistent signage over time through the use of <br />tenant sign design criteria, and painting of the north side of the building in <br />a complementary color. <br /> <br />Modifications to the Taco Bell site include: 1) lowering the drive-through <br />and placing a retaining wall around the drive-through in order to create a <br />physical and visual barrier between vehicles on the site and pedestrians <br />on the side walk; 2) shifting the building 10 feet to the west and five feet to <br />the north in order to create additional public space east and south of the <br />wall around the drive-through; 3) adding architectural interest to the <br />exterior of the building with the use of materials that complement the <br />Center as well as the proposed streetscape elements on Larpenteur <br />Avenue; 4) providing pedestrian access to the front of the building (west <br />side) from Lexington Avenue.
