<br />by the property to the north. If this access easement is still valid, the <br />existing bollards on the corner will need to be removed. In addition, <br />Bradley will work with the tenants of the facility to place dumpsters closer <br />to the building and consolidate trash collection activities as leases are <br />renewed and/or renegotiated. <br /> <br />9. The preliminary plat meets the submittal requirements outlined in Title 11 <br />(Subdivisions) of the City Code. An existing utility and walkway easement <br />is located on the east side of the lot along Lexington Avenue. There is <br />also a private sanitary sewer easement across the property, For tax <br />purposes, there will be three separate parcels within the subdivision; <br />however, development on all three will be tied together through the PUD <br />and subdivision agreements. <br /> <br />10. The site is currently serviced by water from the City of St. Paul; however, <br />there is an outstanding deferred assessment in the amount of $37,259.39 <br />for City Project VV77-14. Current City policy would require the Center to <br />be connected to the City water line in Lexington Avenue in conjunction <br />with site improvements and payment at the deferred assessment. <br /> <br />11. On the east side of the property, the Lexington Avenue right-of-way is <br />16.5 feet narrower on the northern portion of the property (Roseville <br />Center) than on the southern portion of the property (former Fina parcel). <br />Lexington Avenue is a County roadway and the Ramsey County Master <br />Street Plan states that a 100 toot-wide right-ot-way should be provided in <br />this location. In order to accomodate the implementation of Ramsey <br />County's plan, City policy would require the dedication of an additional <br />16.5 feet of right-of-way along the western edge of the northern portion of <br />the property. The existing parking lot in this area is located approximately <br />8.5 feet from the edge of the right-of-way and the parking lot in this area <br />as shown on the concept site development plan is located approximately <br />14.5 feet from the edge of the existing right-of-way. Because of existing <br />site conditions and the need for the off-street parking in this area, a <br />reduction in the amount of additional right-of-way required should be given <br />consideration. <br /> <br />12. City policy requires the placement of sidewalk adjacent to public rights-of- <br />way in conjunction with development or redevelopment of commercial <br />properties. Because of the proposed Larpentuer Avenue reconstruction, <br />the specific requirements for this development have not been finalized. <br /> <br />13. Recommend to the City Council a policy change to allow the water <br />assessment and 16.5' dedicated easement for County road expansion <br />and sidewalk to be deferred. <br /> <br />17 <br />
