<br />land use study commissioned by Everest in response to Ramsey County <br />condemnation proceedings. In contrast, the application and attached narrative <br />makes no significant mention of the 1994 Comprehensive Plan or any <br />understanding thereof. <br /> <br />Within this narrative, the applicant offered comments based on Ramsey County <br />library planning and condemnations actions (1987.1991), noting..."an acknowledged <br />need in the marketplace" for business or professional office uses. For purposes of <br />this proposal, the applicant has also designated the area of (and surrounding) the <br />subject property as "Downtown Roseville." The 1994 Comprehensive Plan <br />recognizes a need for a Community Civic Center, identifying the four corners at the <br />intersection of Lexington and County Road C as the location. <br /> <br />Everest has also considered other uses for this property which would be in <br />conformance with the 1994 Land Use Plan. The Planning Commission meeting <br />minutes of June 8, 1994, note that Everest proposed a sketch plan for a 71 unit <br />senior housing project for the Hamline Avenue property at public meetings (with <br />their potential buyer Episcopal Housing and Thomas Olson) with further discussion <br />on July 13, 1994, The proposal is mention in the 1994 Comprehensive Plan, <br />Planning District 13, number 13-3. <br /> <br />3.0 COMPREHENSIVE PLAN BACKGROUND <br /> <br />3.1 Vista 2000. The City Council sought resident input in a number of ways during the <br />1990s, One of the most important was the 1992 Vista 2000 report in which nearly <br />100 residents, experts, and staff were asked to create a community vision for the <br />year 2000 - what would they like to see the City look like in 8 to 10 years, and what <br />programs should the City carry forward in to the next century. Paraphrasing, some <br />of the recommendations included: <br /> <br />1. Improve traffic flow and pedestrian connection where possible and prevent <br />congestion and pass-through traffic in areas not already impacted. <br /> <br />2. Create opportunities for different types of housing and different life styles and <br />stages of life. Mix housing opportunities so that young and old can remain <br />in the community and within the same neighborhood if possible. <br /> <br />3. Solidify and preserve existing residential neighborhoods - create definitive <br />areas of commercial/office/industrial uses and intensify them without <br />further encroachments into the residential neighborhoods by <br />commercial/office/ industrial uses. To add new development, build <br />vertically in existing non-residential areas, <br /> <br />4.
