Improve the environmental quality within the community - reduce noise, light, <br />and air pollution while improving water quality and preserving wetlands. <br /> <br />3.2 Comprehensive Plan. In 1993-4 the Planning Commission and City Council <br />approved a revised City Comprehensive Plan after 15 public study meetings and 5 <br />public hearings. (The City's Comprehensive Plan had last been revised in 1979. <br />Since 1994, the Comprehensive Plan has been annually updated.) Property <br />owners within 350 feet of any proposed land use change were given notice and <br />invited to comment. <br /> <br />The Plan designates over 600 acres for business related uses, representing 8% of <br />the land area with the community. The Plan also designates 176 acres for medium <br />density residential uses, 350 acres for high density residential uses, and <br />approximately 3030 acres for low density residential uses. In total, residential use <br />designations represent 40.5% of the land area. (Source: Intro-5a Chart). <br /> <br />3.3 Applicable Goals/Policies. <br /> <br />The adopted Comprehensive Plan goals which provide direction regarding the <br />Hamline and Highway 36 area include (Source: Goals, page 3): <br /> <br />I. Maintain and improve the community character and identity; encourage <br />projects which strengthen our children, families, and neighborhoods. <br /> <br />2. Maintain the existing residential areas of the City as designated on the land <br />use plan. Identify and maintain the existing balance (or percentages) of the <br />various land uses throughout the community. <br /> <br />3. Eliminate blight and prevent deterioration of buildings and infrastructure. <br />Strive for better aesthetic appeal. <br /> <br />4. Maintain and continue development of a strong economic base and create a <br />favorable climate for the operation of responsible free enterprise systems. <br /> <br />5. Encourage opportunities for a diverse population with respect to age, <br />ethnicity, and economic composition. <br /> <br />The General Land Use Policies which provide direction in this case include: <br /> <br />I, Plan for balanced land use development of the community to maintain and <br />improve Roseville's image as an attractive place in which to live, work, and <br />play. <br /> <br />2.
