Promote a balanced tax base by: <br /> <br />a) encouraging quality residential development III established <br />neighborhoods; and <br /> <br />b) encouraging intensive quality development of non-residential projects <br />in appropriate areas as guided by the Comprehensive Plan. <br /> <br />The Residential Goals of the 1994 Comprehensive Plan include the following <br />(Source: Goals, page 6): <br /> <br />Identify stable single family areas and protect them. Preserve the integrity of existing <br />single family neighborhood by prohibiting the intrusion of incompatible uses, <br /> <br />Preserve residential areas (as designated on the City land use plan) which have at <br />least 4 of the 6 items listed below: <br /> <br />1. adequate lot sizes for current homes. <br /> <br />2. an average building value for the area equal to or above the city average <br />per unit value. <br /> <br />3. meet or exceed the structural requirements of the building and <br />maintenance codes. <br /> <br />4. required public infrastructure (utilities, roads and sidewalks, and storm <br />water drainage and ponding systems in place and functioning. <br /> <br />5. an identifiable residential neighborhood unit of 20 or more residences <br />defined by physical boundaries (streets, railroad or utility right-of-ways, <br />etc.) or landmarks (schools, libraries, churches, parks, open space, etc.) <br /> <br />6. a common architectural design or aesthetic treatment <br /> <br />Promote neighborhoods. Maintain and develop close knit neighborhoods for single <br />and multi-unit dwellings.
