The redevelopment of the property as proposed will not have an adverse <br />impact on the market value of contiguous properties. <br /> <br />5. The redevelopment of the property as proposed will not have an adverse <br />impact on the general public health, safety and welfare. <br /> <br />6. The redevelopment of the property as proposed is consistent with the City <br />of Roseville's Comprehensive Plan and Title 10 of the City Code (Zoning), <br />including the City's design standards. <br /> <br />4.0 STAFF RECOMMENDA Tl0N <br /> <br />4.1 Based on the findings outlined in Section 3.1 of this report, staff recommends <br />approval of the request for a conditional use permit to allow the construction and <br />operation of a new take-outlself-service restaurant (McDonald's) at 2075 Snelling <br />Avenue North, with the following conditions: <br /> <br />1. The site must be developed in accordance with the final plans (site plan <br />dated 1/12/98), grading and drainage plan (dated 1/12/98), utility plan (dated <br />1/12/98), planting plan (modified 3/4198), and building elevations (dated <br />3/4198) submitted and approved in conjunction with the request for a <br />conditional use permit. Minor variations from the approved plans may be <br />approved by the City's Development Review Committee, under the direction <br />of the Community Development Director; however, any substantial <br />departures from the approved plans will require an amendment to the <br />conditional use permit. <br /> <br />2. Final grading and utility plans must be reviewed and approved by the Public <br />Works Director. An erosion control plan must be developed and erosion <br />control must be in place prior to grading of the site. Since the site is less <br />than 2.5 acres in size, it is unlikely that on-site ponding will be required by <br />the Rice Creek Watershed District; however, the applicant will need to <br />contact the District for permit requirements. <br /> <br />3. All site lighting, including lighting for the parking area and exterior building <br />lighting, must comply with the requirements of Section 1010.12 of the City <br />Code. <br /> <br />4. All signage for the project must comply with the requirements of Section <br />1009 of the City Code, including the size and location of wall, pylon, and <br />directional signs. <br /> <br />5.
