Francis Animal & Bird Hospital. The property is located in a B3 General <br />Business District, and the Comprehensive Plan identifies this property as Business, <br />Adjacent land uses include commercial to the immediate north, high density <br />residential further to the north, commercial to the east, commercial to the west, and <br />a combination of single family residential, high density residential, and commercial <br />to the south across Larpenteur Avenue in St. Paul. <br /> <br />2.2 Dr. Jenkins is requesting a variance from Section 1005.01 (A) of the City Code to <br />reduce the side yard setback to zero feet and the rear yard setback to less than <br />zero feet for the purpose of replacing an existing attached accessory steel building <br />with an addition to the principal structure. The 1600 square foot concrete block <br />building on the site was constructed in 1954 and was previously used for a service <br />station. No record of a permit could be found for the attached accessory steel <br />structure on the west side of the building. <br /> <br />2.3 St. Francis Animal & Bird Hospital needs to expand its floor area to accommodate <br />growth. The applicant has explored several options for expanding her business on <br />this site; however, because of the interior layout of the building, the only feasible <br />alternative is to expand to the north and west. Any expansion to the southwest or <br />west would result in a reduction in the number parking spaces and any expansion <br />to the south would require the removal of trees and other landscaping materials, <br /> <br />PF#2984 - RPCA (02/11/98) - Page 1 of 3 <br />
