<br />...; <br /> <br />\L-.l.Rlfer fio,." - Fnvtk r eJco.utz. <br />7\ 4 (p(P N j rf 1t> p /tt.re <br /> <br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />Via~ <br /> <br />DATE: 02/11/98 <br />ITEM NO: 6(a) <br />Department Approval: Agenda Section <br />PUBLIC HEARINGS <br />Item Description: Ramsey County request for an interim use permit to allow concrete <br />crushing and mixing operations for Ramsey County on county land <br />located at Kent Street, north of Larpentuer Avenue (PF#2985) <br /> <br />1.0 BACKGROUND <br /> <br />1.1 Ramsey County's Public Works Department has requested approval of an interim <br />~e permit to allow concrete crushing and mixing orer::itioa~ on a portion of a 20 <br />acre County-owned parcel located east of Kent Street and north of Larpentuer <br />Avenue. The crushing and mixing operations will allow the County to recycle <br />materials from the existing Larpentuer Avenue in the reconstruction ofthis roadway. <br /> <br />1.2 During the 1998, 1999, and 2000 construction seasons, the County proposes to <br />stockpile broken concrete removed from the existing road beds, crush this material <br />and recycle the material through a concrete batch plant. The material will be reused <br />for Larpenteur Avenue as it is reconstructed from Falcon Heights through Roseville <br />to Dale Street. In 1998 and 199~, the crushing of old concrete would occur in the <br />winter and spring Qfior to May 15th (when windows are still closed); however, in <br />2000.., concrete crushing activities would occur during the construction season. In <br />each of the three years, the concrete mixing operation would occur on two separate <br />occasions, for up to five days at a time, during the construction season. Another <br />interim use permit issued for the site allows Ramsey County/NSP to use a tub <br />grinder on the site to grind tree and stump materials; however, this operation would <br />be done at alternate times when the concrete crushing or mixing activities are not <br />in operation. <br /> <br />1.3 Similar to the tub grinding gperatioQ., the concrete crushing and mixing equipment <br />is portable machinery. Backing sounds (beeping) will be limited primarily to front <br />end loaders because of the circulation patterns on site, except when vehicles are <br />used to prepare and haul batches of concrete. It is possible that at peak periods of <br />concrete mixing and delivery to the pour site, a truck could be entering or leaving <br />the site every 2-3 minutes. This would last for up to five days at a time; however, <br />there would be only two such occasions during each construction season. <br /> <br />1.4 It is anticipated that recycling the concrete materials will save Ramsey County and <br />its taxpayers approximately $500,000, as shown on the attached impacts matrix. <br /> <br />2.0 HISTORY OF LAND USE AND ZONING DESIGNA TIONS <br /> <br />2.1 The property is located in an R1, Single Family Re.sidential-District, and the <br />Comprehensive Plan identifies this property as Institutional.
