<br />... <br /> <br />2.2 The site is currently used for several different activities including Ramsey County's <br />seasonal household hazardous waste collection site, a work yard for Ramsey <br />County's Public Works Department, a stockpile area for crushed road materials and <br />concrete from the Larpenteur Avenue reconstruction, and a site for Ramsey <br />County/NSP's stump grinding activities (in a tub grinder). Materials were moved into <br />and out of this site during late hours during the emergency Mississippi River flood <br />situation in 1997. <br /> <br />2.3 A five-year interim use permit for the seasonal household hazardous waste <br />collection site on this property was issued to Ramsey County in 1996. In addition, <br />a five-year interim use permit for stump grinding activities was issued to Ramsey <br />County/NSP in 1997. Both of these interim use permits require annual review by <br />the City. <br /> <br />2.4 A portion of the site (approximately 4.4 acres known as Lot 7) has also been <br />considered for a family transitional housing project which would be located on the <br />south edge of the site, adjacent to Larpenteur Avenue. This project, still in the <br />planning stages, would include approximately 20,000 s.f. of building, with 55 rooms, <br />housing between 55 to 62 residents, for periods averaging 11 to 12 days. Seventy <br />percent of the residents are children; most of the families are one parent (mother) <br />households. The project would cost over $3 million and would require a rezoning <br />of the property and/or designation as a Planned Unit Development. New sidewalks <br />and driveways V'voutd be installed along Larpenteur from Kent to Dale Street for this <br />project if built on this site. An alternate site for this activity on this property site may <br />be further west along Dale Street. <br /> <br />3.0 RAMSEY COUNTY PROPOSAL <br /> <br />3.1 Ramsey County Public Works proposes to operate the portable concrete crusher <br />on the site from April 1 through May 15 during 1998 and 1999, and during the <br />construction season in 2000. All of the concrete to be crushed will come from the <br />.Larpentp.1 Jr Avemm r-coonstruction project nF1bt, with no other projects being allowed <br />to "piggy-back" on this activity. The concrete to be crushed would be stockpiled <br />between crushing visits, with crushed concrete being stockpiled for reuse in the <br />concrete mixed for new roadway material for Larpenteur Avenue. Approximately <br />20,000 metric tons of concrete will be crushed each season, with approximately <br />2000 tons being crushed per day. <br /> <br />3.2 Concrete crushing would only be allowed during the normal work week (Monday <br />through Friday) with hours of operations limited to 8:00 am to 5:00 p.m. The total <br />number of crushing days will not exceed 15 days per year in 1998 and 1999, and <br />10 days in 2000. Water will be used to control dust during crushing operations. <br /> <br />3.3 Concrete batch mixing would be allowed on two separate occasions per <br />construction season, for a period up to five working days per occasion. Batch <br />mixing generally requires long hours of mixing and pouring during these periods. <br />Although specific times have not been established, it is quite possible that the site <br />would operate from sunrise to sunset.
