Fax 26{).2615 <br /> <br />August ] 8, 1997 <br /> <br />Mr. Karl Keel, P.E. <br />Director of Public Works <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, Minnesota 55 I 13 <br /> <br />Dear Karl: <br /> <br />The Ramsey County Public Works Department is in rhe process of putting together the <br />final plans and specifications for the second phase of construction on Larpellteur Avenuc. <br />This segment includes the area betwecn Cleveland Avenuc and Snelling Avenue and is <br />scheduled for reconstruction next summer. <br /> <br />One isslle that needs to be resolved is the crushing of concrete at the Ramsey County <br />detention pit off of LarpentclIr Avcnuc at Kcnt Strcet in the City of Rosevillc. From the <br />beginning of the planning process it has a1ways been the intention of Ramsey County to <br />recycle the aggregate from the existing Larpenteur Avellue and rellse this aggregate in the <br />new concrete. The concrete which was removed form the first phase of Larpenteur <br />Avenue was hauled to and is currently stored at the detention pit. <br /> <br />Because of public concern which has becn raised over the potential crushing operation, <br />R:lI-nsey County has investigated options for the removal, reuse and replacement of the <br />concrete on Larpenteur A vcnuc. The options are as follows: <br /> <br />OPTION A - Remove and Haul the concrete from Larpcntcur Avenuc to the detention pit. <br />Crush the concrete from phase I and the rest of Larpenteur A venue at the detention pit. <br />Batch new concrete at the detcntion pit. <br /> <br />OPTION B - Remove and Haul the concrete Larpenteur Avenuc to another location. Haul <br />thc concrete from phase I from the detention pit to another location. Crush the concrete <br />from both phase I and the rest of Larpenteur Avenuc at a remote location. Batch new <br />concrete at another location. <br /> <br />A third option, which consisted of disposing of the existing concrete and using new virgin <br />materials for new concrete, was considered.
