Brlscd on the cost srlvings rlnd the <br />benefit of reusing the existing aggregate, it is Rrlmsey County's desire to use the detention <br />pit for crushing existing concrete and hatching new concrete. <br /> <br />Ramsey County is willing to work with the City of Roseville to establish regulations <br />regarding the crushing operations. These regulations Crln be incorporated into the <br />specifications and SPCCi:l! provisions for Larpenteur Avenue construction projects. Some <br />examples of regulations which the County has considered to minimize the impacts or dust <br />and noise are: <br /> <br />I. All crushing operations in a given year would be completed by May I st. This wOllld <br />al]ow the crushing 10 be t!onc before the summer months and while school was still in <br />session. The only exception to this would he for the last phase of Larpenteur Avenuc <br />construction, in the year 2000, when a week of crushing would be required in the <br />summer. <br /> <br />2. Dust control measures would be implemented to minimize the dust produced by this <br />operation. Crushing the concrete in the early spring will allow the use of water to control <br />the dust. <br /> <br />3.
