(PF2986)

1.0

Requested Action

"

1.1 Jim and Deb Shreier dba Charles Cabinets are requesting the final approvals of their
Planned Unit Development Agreement and final approval of the zoning map change from
"R-l" single family to a business based planned unit development. Their property is
located at 3090 Cleveland Avenue North and consists of 2 parcels with a total land area of
approximately 36,225 s.f.

2.0 Background

2.1 In October, 1999, the Planning Commission(after the required public hearings) and the
City Council approved a Comprehensive Plan Map Amendment for the Schreier property
from Low Density Residential to Business, and also approved the concept plans for a
rezoning map and use amendment from "R-l" to the concept for a business based
planned unit development. The businesses allowed within this PUD include the cabinet
shop that exists (and will be expanded on the site, if approved) and uses normally
permitted in a "B-1" zone as the base zoning for the site. The typical "B-1" uses expected
on these small parcels are business and professional offices. medical and dental services.

2.2 The Planned Unit Development Agreement (draft attached) for the site includes the
specific requirements that development within this PUD must meet.

3'.0 Staff Comment And Findings

3.1 The staff has worked with the Schreiers on this project for the past year. It limits development to specific uses within the 10,000 s.f. building and
to building design, materials, parking, landscaping, signage, site and utility
development that they have agreed to in the document for the southern parcel. At
some future date, the northern parcel could be redeveloped after the Schreier home
is moved off site. The final plans for the building on the southern parcel are

PF2986 - PCA (02-08-99) - Page 1 of 4
