2.4 The Schreier request was originally reviewed as a sketch plan at the February 1998
Planning Commission. Staff was directed to work with the Schreiers regarding
options for their expansion plans. After several months of discussions, staff
identified five options for the Schreiers. The Schreiers do not believe that any of the
options identified by staff are feasible, and have settled on a request to the City to
consider amending the zoning map to allow for a Planned Unit Development for a
one time expansion of their building (to a total of 10,000 square feet) on the 17,871
square foot southern parcel. This concept was presented as a sketch plan at the
July meeting and a hearing was held at the September meeting. (Note: At the July
sketch plan review and at the September public hearing, the Commission asked for
more detail on why both Schreier parcels should not be included in the PUD.)

2.5 One City of Roseville land use policy is to encourage the expansion of existing
businesses within the community. Charles Cabinets has been operating in this
location since the 1950s, is a growing and viable family owned business, and is a
valuable member of the business community,

2.6 This property is located in Planning District 2 (see Attachment, pp. Land Use 3-6).
The City's Comprehensive Plan designates the entire area east of Cleveland and
south to Brenner as low density residential, with the exception of the first two lots
along Cleveland, south of County Road 0, which are designated for Business, As
was pointed out at the Planning Commission meeting, across Cleveland Avenue
from the Schreier location is a 50+ acre business park. Commission member
Klausing asked if the Schreier proposal wasn't simply an eastern expansion of the
business park.

2.7 The Comprehensive Plan suggests that a master plan for the residential area be
completed, in part because of its proximity to Langton Lake and Park (pp. Land Use
3-4).

3.0 BACKGROUND (City Development Codes)

3.1 The project itself is complicated by the need to update, and at the same time build
new facilities and support systems, on a small site. The applicant has submitted a
concept plan for one of two parcels (the southern lot consisting of 17,871 square
feet). A 4,000 square foot ground floor building expansion would be added to the
existing building (39'x102' - 3,978 square feet) for a total of approximately 7,978
square foot of first floor office, showroom and cabinet manufacturing plant. A
portion of the building would be two story - estimated to be approximately 2,000
square feet of office.

PF#2986 - (10/26/98) - Page 4 of 10
