<br />5. With proper conditions and mitigation, the orderly expansion of the existing <br />use (Charles Cabinet) may not adversely affect the public health, safety, or <br />general welfare. The adjoining and nearby residential property owners have <br />supported Mr, Schreier's proposal as not being a nuisance use to their <br />residential area. (No comments were received opposing Schreier's request.) <br /> <br />6. If designed properly, the buildings along this entire east side of Cleveland <br />could be a noise and visual buffer of residential uses to the east. This strip <br />of homes facing Cleveland should be planned for collectively, while providing <br />the property owners with assurance that it is their decision to change land <br />uses. There is a need in the community for land on which small owner <br />occupied offices and shops can be dev'eloped, Changing the land use <br />,designation of these parcels in the Comprehensive Plan would facilitate the <br />redevelopment of these parcels for other uses. <br /> <br />7, There is currently land area (including all properties owned by the applicant) <br />for the on-site parking and capacity for the traffic and utility system to serve <br />the proposed change in use. To provide 31 parking spaces, the applicant <br />must designate parking on both the south and north parcels. Including the <br />Schreier's residential parcel in the PUD will also ensure that there will be <br />adequate area for parking if the use on the Charles Cabinet parcel is <br />expanded or changed. The home could remain on the site and a cross <br />parking easment with parking improvements triggered by a "proof of parking" <br />requirement in the PUD <br /> <br />5.0 STAFF RECOMMENDA TlON <br />L/..~/",. I <br />5.1 Based on tz; ~~ackground description in Section 2 and the findings outlined in <br />Section 3.1 of this report, staff recommends the following: <br /> <br />1. Recommend approval of a comprehensive plan amendment for the two <br />parcels owned by Jim and Deb Schreier (Charles Cabinet parcel and <br />residential parcel to the north) from Low Density Residential to Business, <br /> <br />2. <br /> <br /> <br />'2 <br /> <br />Recommend approval of a concept plan for a planned unit development <br />(and rezoning from R-1 to PUD~B) on the two parcels owned by Jim and <br />Deb Schreier (Charles Cabinet parcel and residential parcel to the north), . <br />This approval should not constitute approval of a specific site or <br />development plan, since plans are still in the development stage.
