County Road D to 3090 North Cleveland Avenue. We would be interested in knowing
at whose request this possible zoning change is being made

This possibility was discussed at the beginning stages of our meetings. The City
ofRoseville even requested that we get a developer involved to see if there was a
feasible option to deal with these pieces of property as well as other pieces along the
east side of Cleveland Ave. We met with Wendel Smi~ a developer, to have him look
at the property. At that time, the plan did not seem economically feasible for the
developer or the property owners involved. Therefore, the option was discarded.

At that time we also expressed a concern to you that we did not want to have
anything we were attempting to accomplish with our property or properties to affect any
of our neighbors. Many of them had negative feelings toward the development on the
west side of Cleveland Ave. and we did not want to risk making them feel the same way
about our project. We have been very fortunate to have a great relationship with our
neighbors and have had their support of our project since the beginning. This support
was evident, first of all, by the lack of opposition at any of our meetings before the
Planning Commission and also by the appearance of Mrs. Schreurs who was interested
enough to sit for over an hour in order to voice her support of our proposed project.

Since no mention was ever made to us of this new proposal affecting the
properties north of us, we feel as though we have been "blind sided." We made it very
clear to the staff during all of our meetings with you that we did not want our neighbors
to be affected by our need and desire to expand our business. By placing the hearing for
these other properties on the same date as our hearing, it is definitely making it appear
as though we re the driving force behind this.

We request that our properties be dealt with first and separately from those
parcels to the north of us so as to guard against any potential opposition to the rezoning
of those additional parcels being misconstrued as opposition to our project. We do not
want the approval of our Planned Unit Development Zoning Ordinance Amendment
hinging on or being delayed by the outcome of the hearing on the other parcels.

Weare hereby requesting that a copy of your letter as well as a copy of this letter
be forwarded to all of our neighbors with the Notification of the Planning Commission
Meeting for October 14, 1998.

Sin,:rely, ~
-;t and Deb Schreier
