PLANNING COMMISSION MINUTES
EXCERPT - OCTOBER 14, 1998
DRAFT

6a. Planning File 2986. James Schreier (Charles Cabinet)

(1) Hearing: Amendment to Comprehensive Plan from "Low Density
Residential" to "Business", and Planned Unit Development
Rezoning: Existing Site (one parcel): 3090 N. Cleveland
Ave. (Proposed by Charles Cabinets).

(2) Hearing: Amendment to Comprehensive Plan from "LOR" to "B", and
Planned Unit Development Rezoning: Existing Site and Adjacent
Residential Parcel: 3090 N. Cleveland Ave. (Proposed by City of
Roseville Planning Commission).

(3) Hearing: Amendment to Comprehensive Plan from Low Density
Residential to Business, all lots facing Cleveland from County Road D
south to 3060 N, Cleveland Ave. (Proposed by City of Rosevllle Planning
Commission).

Chair Harms opened the public hearings and requested Dennis Welsch to
present the background and summary of the staff report dated October 14,1998.
Welsch explained the three alternatives to be discussed during the hearing: 1)
Charles Cabinet (Schreier) parcel only; 2) both Schreier parcels; and 3)
Comprehensive Plan only along Cleveland Avenue North from County Road D
south to 3060 Cleveland Avenue North. Graphics of the three alternatives were
presented. The property is zoned R-1 and the Comprehensive Plan designation
is LOR. The request is being made by Charles Cabinet to allow the expansion of
a non-conforming business on the southern Schreier parcel. Dennis Welsch
provided an overview of the request, the process to date, and the three
alternative actions. Site specific and long range issues were also reviewed. Staff
recommended approving alternative #2, the Comprehensive Plan amendment for
both Schreier parcels (LOR-B) and concept plan approval for both Schreier
parcels (PUD). The staff also recommended establishing a task force to look at
long range issues related to alternative #3,

Chair Harms explained the comprehensive planning process and designations.
The task force approach to the Comprehensive Plan is appealing to the Chair.

Chair Harms noted that a Comprehensive Plan change would be necessary for
the Charles Cabinet site in order to deal with the PUD on the Charles Cabinet
site.

Member Rhody asked how the surface water flows off the site (back-ta-front,
east-to-west) .

1
