James Schreier (Charles Cabinet) <br /> <br />(1) Hearing: Amendment to Comprehensive Plan from "Low Density <br />Residential" to "Business", and Planned Unit Development <br />Rezoning: Existing Site (one parcel): 3090 N. Cleveland <br />Ave. (Proposed by Charles Cabinets). <br /> <br />(2) Hearing: Amendment to Comprehensive Plan from "LOR" to "B", and <br />Planned Unit Development Rezoning: Existing Site and Adjacent <br />Residential Parcel: 3090 N. Cleveland Ave. (Proposed by City of <br />Roseville Planning Commission). <br /> <br />(3) Hearing: Amendment to Comprehensive Plan from Low Density <br />Residential to Business, all lots facing Cleveland from County Road D <br />south to 3060 N, Cleveland Ave. (Proposed by City of Rosevllle Planning <br />Commission). <br /> <br />Chair Harms opened the public hearings and requested Dennis Welsch to <br />present the background and summary of the staff report dated October 14,1998. <br />Welsch explained the three alternatives to be discussed during the hearing: 1) <br />Charles Cabinet (Schreier) parcel only; 2) both Schreier parcels; and 3) <br />Comprehensive Plan only along Cleveland Avenue North from County Road D <br />south to 3060 Cleveland Avenue North. Graphics of the three alternatives were <br />presented. The property is zoned R-1 and the Comprehensive Plan designation <br />is LOR. The request is being made by Charles Cabinet to allow the expansion of <br />a non-conforming business on the southern Schreier parcel. Dennis Welsch <br />provided an overview of the request, the process to date, and the three <br />alternative actions. Site specific and long range issues were also reviewed. Staff <br />recommended approving alternative #2, the Comprehensive Plan amendment for <br />both Schreier parcels (LOR-B) and concept plan approval for both Schreier <br />parcels (PUD). The staff also recommended establishing a task force to look at <br />long range issues related to alternative #3, <br /> <br />Chair Harms explained the comprehensive planning process and designations. <br />The task force approach to the Comprehensive Plan is appealing to the Chair. <br /> <br />Chair Harms noted that a Comprehensive Plan change would be necessary for <br />the Charles Cabinet site in order to deal with the PUD on the Charles Cabinet <br />site. <br /> <br />Member Rhody asked how the surface water flows off the site (back-ta-front, <br />east-to-west) . <br /> <br />1 <br />
