Dennis Welsch provided a summary of the request from the staff report dated
October 14, 1998.

Jan Boehlke, 3070 Cleveland, stated that she was concerned about the
implication for the neighbors - what happens if the property is zoned for business
uses. The neighborhood has fought hard to retain the neighborhood. She asked
for an education process and asked to serve on the Task Force.

John Simpson, 3083 Mt. Ridge Road, asked for clarification on the voting
process and the need for a study.

Chair Harms described the James Addition Task Force approach.

Council member Dean Maschka explained the process for a task force. The
Council asks for suggested policy and direction from neighborhoods. The
decision of a task force may add certainty to the neighborhood relating to land
use issues.

John Pouchnik, 3060 Cleveland, asked who proposed the task force approach
(City). If the homes were designated for business, what would happen to the
homes behind (east of) Cleveland Avenue parcels.

Member Mulder explained the need for a broader hearing to discuss issues with
the neighborhood.

Mary Jo Pouchnik, 3060 Cleveland, stated she supported the Schreier's
proposal, but opposed a neighborhood task force to study the issue.

There being no further comments, Chair Harms closed the hearing on Proposal
#3.

Motion: Member Mulder moved, seconded by Member Rhody to table Proposal
#3.

Member Klausing asked why table the issue when denial would also be effective.
He would vote against the motion to table in order to close the issue. A task
force may cause more problems than it resolved. Member Wilke agreed.

The motion was withdrawn.

Motion: Member Wilke moved, seconded by Member Cunningham, to deny
Proposal #3 to designate all lots facing Cleveland from County Road D sou1l1fc5
3060 N. Cleveland Avenue from Low Density Residential to Business.

On a roll call vote:
Ayes: 7, Klausing, Olson, Mulder, Cunningham, Harms, Rhody, Wilke
Nays: 0
Motion carried 7-0.

5
