<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 10/14/98 <br />ITEM NO: 6(a) <br /> <br /> <br />City Manager Approval: Agenda Section: <br />PUBLIC HEARINGS <br /> <br />Request for Comprehensive Plan Amendment (Low Density <br />Residential to Business) and Concept Plan Approval of a Planned <br />Unit Development (Charles Cabinet Company Inc,) at 3090 Cleveland <br />Avenue North and consideration of Comprehensive Plan Amendment <br />(Low Density Residential to Business) along east side of Cleveland <br />Avenue (PF#2986). <br /> <br />1.0 REQUESTED ACTION and PROCEDURE: <br /> <br />1.1 Jim and Deb Schreier (Charles Cabinet Company, Inc., 3090 Cleveland Avenue) <br />are requesting concept plan approval of a Planned Unit Development (zoning <br />ordinance amendment) to allow the expansion of the existing non-conforming <br />commercial building on their property. The request also requires an amendment to <br />the Comprehensive Plan from low density residential to business. <br /> <br />1.2 A hearing on this request was held at the September 9, 1998, Planning Commission <br />and action on the request was continued until this meeting. The Planning <br />Commission requested that hearings be held on three alternatives at this meeting: <br /> <br />1) Including only the property occupied by Charles Cabinet at 3090 Cleveland <br />Avenue North in the Comprehensive Plan amendment and planned unit <br />development (requested by James and Deb Schreier). <br /> <br />2) Expanding the Comprehensive Plan amendment and planned unit development <br />to include the property occupied by Charles Cabinet as well as the two homes <br />to the north of Charles Cabinet which are owned by James Schreier at 3090 <br />Cleveland Avenue North (proposed by Roseville Planning Commission); andlor <br /> <br />3) Expanding the Comprehensive Plan amendment to include all of. the properties <br />along the east side of Cleveland Avenue North from County Road D West south <br />to one lot north of Brenner Avenue (proposed by the Planning Commission). <br />This third alternative would include changing the Comprehensive Plan <br />designation of eight parcels from Low Density Residential to Business, including <br />properties located at 3060 - 3096 Cleveland Avenue North. <br /> <br />The Planning Commission has the option of recommending approval or denial <br />of any of the three alternatives or any combination thereof. This is a project <br />in which the City must weigh the merits of preserving the status quo or <br />adapting to future needs. <br /> <br />PF#2986 - (10/14/98) - Page 1 of 9 <br />
