There is currently land area (including all properties owned by the applicant) <br />for the on-site parking and capacity for the traffic and utility system to serve <br />the proposed change in use. To provide 31 parking spaces, the applicant <br />must designate parking on both the south and north parcels. Including the <br />Schreier's residential parcel in the PUD will also ensure that there will be <br />adequate area for parking if the use on the Charles Cabinet parcel is <br />expanded or changed. <br /> <br />5.0 STAFF RECOMMENDA TION <br /> <br />5.1 Based on the background description in Section 2 and the findings outlined in <br />Section 3.1 of this report, staff recommends the following: <br /> <br />1. Recommend approval of a comprehensive plan amendment for the two <br />parcels owned by Jim and Deb Schreier (Charles Cabinet parcel and <br />residential parcel to the north) from Low Density Residential to Business. <br /> <br />2. Recommend approval of a concept plan for a planned unit development (and <br />rezoning from R-1 to PUD-B) on the two parcels owned by Jim and Deb <br />Schreier (Charles Cabinet parcel and residential parcel to the north). This <br />approval should not constitute approval of a specific site or development <br />plan, since plans are still in the development stage. The approval should <br />only address the PUD concept for the site. <br /> <br />3. Recommend establishment of a task force to define the long term use(s) of <br />land along the east side of Cleveland Avenue from County Road D south to <br />the industrial uses (south of Lydia). <br /> <br />5.2 This approval should be thought of as the first phase of many such changes that <br />may be instigated by the residential property owners along the east side of <br />Cleveland Avenue. Conditions that should be attached to these small scale PUDs <br />adjacent to residential areas include: <br /> <br />A. A parking and loading areas plan with an asphalt pavement, concrete <br />curbing, and drainage plan for the entire site must be submitted by the <br />applicant for review and approval by the City Engineer. Such activity should <br />occur only on the west face of the new buildings. <br /> <br />B. The exterior materials of the remodeled and new building must match and <br />be of a masonry material consistent with the City Code design material <br />requirements. <br /> <br />c. The east side of the building must not have entrances, windows, loading <br />doors or docks that would allow traffic, loading, HVAC, storage, or employee <br />activities visible from the adjacent residential areas, nor allow manufacturing, <br /> <br />PF#2986 - (10/14/98) - Page 7 of 9 <br />
