INFRASTRUCTURE COMMITTEE FINAL REPORT

Infrastructure Committee Vision

The quality of Roseville's recreation facilities, parks, open spaces, and pathway system
is a key reason people move into and stay in Roseville. Together with the school
system, amenities such as these define our community and provide the essential
reason why citizens will choose to upgrade existing housing stock rather than move to
other locations. ''You can buy a house anywhere, but in Roseville, you live."

The heart of our community will be the Civic Center and the surrounding facilities and
parks. This will establish a unifying focus for Roseville residents and establish a strong
sense of community. Facilities will be accessible and affordable for all, will provide
opportunities for multi-generational activities, and will be user friendly, attractive, safe
and comfortable. All recreation facilities will be of uniformly high quality, and will be
well maintained and properly supervised. Community involvement will be included and
encouraged in all phases of planning, implementation and operation.

The recommended Roseville Parks and Recreation infrastructure improvements
address three goals. First, to enhance a sense of identity and community in
Roseville by creation of a unified city center, and an integrated pathway system linking
neighborhoods, and by providing opportunities for citizens to gather and interact.
Second, to increase the value of individual neighborhoods as desirable places to
live and play by virtue of pleasing aesthetics and neighborhood recreational
opportunities. Third, to maintain Roseville as a desirable place to live and work by
providing parks and facilities with a reputation for excellence.

5
