<br />RECOMMENDA T/ON: The City should execute the existing purchase agreement <br />tf.) acquire the Zuettel property completing land acquisition for the neighborhood <br />park system. The cost of acquisition is $425.000; funds should come from the <br />TIF bond pool. <br /> <br />Future Neighborhood Parks <br />RECOMMENDA TIONS: No more land should be acquired for new neighborhood <br />parks unless changing circumstances dictate such a need in Planning Districts <br />10 or 11. <br /> <br />Current neighborhood parks should be completed by the acquisition, as <br />available, of the previously identified privately owned parcels of land within the <br />planned park boundaries per the 1996 Parks and Recreation System Plan. <br /> <br />B) URBAN PARKS AND OPEN SPACE <br />BACKGROUND: Urban parks are those which serve the City and the surrounding <br />communities. Community parks serve the whole City, or at least an area larger than a <br />neighborhood. <br /> <br />Water Works Property <br />BACKGROUND: The availability of the Water Works Property represents a unique <br />opportunity to preserve a large tract (70 acres) of undeveloped land for future <br />generations of Roseville residents. This site contains a number of different biological <br />communities including approximately 30 acres of red and white pines, and will provide <br />opportunities for increased environmental awarene.ss and educational programs. It <br />includes the highest point in Roseville with incredible vistas, and would be ideally <br />suited for passive recreation such as hiking and cross-country skiing as well as for <br />nature study and interpretive areas. The location is ideal for a link between Roseville <br />pathways and the Gateway Trail. Because of its size, location and unique features, the <br />Water Works Park would become a resource for neighboring communities and thus <br />would be defined as an urban park. <br /> <br />Acquisition of the Water Works property is consistent with the Vista 2000 <br />recommendation for increased park land and preservation of open space/natural areas <br />and with the recommendations of the Pathway Committee for links to the regional trail <br />system. This acquisition is included in the 1996 Parks and Recreation Systems Plan <br />and the City Comprehensive Plan. Further, the possibility of purchasing the property <br />from the St. Paul Water Utility with proceeds from a communication tower constructed <br />on the land is a unique opportunity. This acquisition would provide a significant lasting <br />legacy to future Roseville residents and would benefit not only the citizens of Roseville, <br />but also those of the surrounding communities. <br /> <br />RECOMMENDATION: The City should acquire the entire St. Paul Water Utility <br />property in Roseville for park and open space as part of a broader plan to <br />improve the environmental, aesthetic and recreational experiences of Roseville <br /> <br />7 <br />
