The purchase should be funded with $700,000 from the TIF <br />bond pool which would be repaid by revenue from lease payments on the <br />communications tower. <br /> <br />2) Park Development and Redevelopment <br /> <br />A) DEVELOPMENT OF NEIGHBORHOOD PARKS <br />BACKGROUND: Several new parks remain undeveloped or incomplete (Le" Langton <br />Lake, Owasso Hills, Zuettel Property). Completion of the redevelopment of Acorn Park <br />has significantly raised community expectations with regard to park amenities and <br />design. Funds to develop all parks to these high standards are not now available in the <br />Parks and Recreation Department budget. <br /> <br />RECOMMENDA nON: The City should complete development of these three <br />neighborhood parks as soon as possible. The $750,000 cost of developing these <br />parks should come from the TlF bond pool. <br /> <br />B) DEVELOPMENT OF COMMUNITY PARK - LEXINGTON PARK <br />BACKGROUND: A community park serves an area larger than a neighborhood. <br />Lexington Park could be viewed as both a neighborhood and a community park <br />depending on its size and facilities. This neighborhood has waited many years for <br />completion of Lexington Park. This delay has been in part due to debate over whether <br />the entire parcel should be a park. Planning should begin immediately with <br />neighborhood input. <br /> <br />RECOMMENDA nON: The entire parcel at the comer of Lexington Avenue and <br />County Road B should be a park. The City should complete development of <br />Lexington Park as soon as feasible; the estimated cost of $350,000 should be <br />from the TIF bond pool. <br /> <br />C) DEVELOPMENT OF URBAN OR REGIONAL PARKS <br /> <br />Water Works Property <br />BACKGROUND: The Water Works Property represents a unique opportunity to <br />preserve a large biologically diverse site which will provide opportunities for increased <br />environmental awareness, interpretive programs, and hiking and skiing trails. The <br />location will provide a link between Roseville pathways and the Gateway Trail, <br />Because of its size, location and unique features, the Water Works Park would become <br />a resource for neighboring communities. <br /> <br />8 <br />
