Renovations are needed to replace. inadequate facilities (e.g., the <br />boardwalk) and to bring the building into compliance with Americans with Disabilities <br />Act standards (i.e., an elevator). <br /> <br />RECOMMENDA nON: The recommendations of the Harriet Alexander Nature <br />Center Advisory Committee should be implemented as soon as possible. <br /> <br />C) YOUTH SUMMER TEAM FACILITIES <br />BACKGROUND: The growing participation in youth summer team sports has led to <br />Increasing demands for specialized playing fields designed to the size and <br />configuration requirements of each sport. Little League Baseball, slow pitch softbalI, <br />fast pitch softball and soccer all have specific requirements which preclude shared use <br />of fields. Recently, for instance, the growing popularity of girls athletics has led to an <br />increased participation in girls fast pitch softball. Existing fields are not of appropriate <br />dimensions for the sport, and the Girls Fast Pitch Softball Program has indicated the <br />need for a two-field complex meeting fast pitch softball specifications. Playing on fields <br />not meeting these requirements raises safety issues. Additionally, provision of playing <br />fields appropriate for girls fast pitch softball would reduce the disparity between <br />facilities provided for boys and girls softball and baseball. The North Suburban Youth <br />Soccer Program has also expressed a desire for additional playing fields in Roseville. <br /> <br />Consideration of any new youth summer team facilities should take into account that <br />construction of a facility for one sport may prevent construction of facilities for other <br />sports. <br /> <br />RECOMMENDA nONS: When considering new facilities, the City should consider <br />three essential points: 1) the current and potential number of participants in the <br />sport; 2) whether the proposed facility serves an otherwise under served <br />population; and 3) whether other suitable facilities exist w;thin the City, or could <br />be found in surrounding communities. <br /> <br />To ensure optimum turf conditions and maximize use, all current and planned <br />athletic fields should be irrigated. First priority should be given to OwaS8o Fields <br />(2), Evergreen Park (3) and Acorn Park (2). The cost of $10,000 each should come <br />from 1998 PIP funds. <br /> <br />D) GOLF COURSE <br />BACKGROUND: Cedarholm Golf Course operates as a self-supported facility within the <br />Parks and Recreation Department. This has included the establishment of a reserve <br />fund to cover redevelopment and capital improvements. Recent renovation of the <br />greens and tees has exhausted the reserve fund, leaving no funds available for the <br />planned replacement of the club house and maintenance building. An expanded. <br />updated club house could enhance revenues, especially from off season rentals.
