RECOAfMENDA TlONS: Planning for the repiacem.ent of the maintenance building
should be initiated as soon as possible using Golf Course revenues.

Planning for club house replacement should be coordinated with plans for
community center.

4) New Recreational Facilities

A) COMMUNITY CENTER
BACKGROUND: A community center would enhance the growth and vitality of
Roseville by making it a more attractive place to live. Further, such a centralized
gathering place would enhance the sense of community identity. The heavy use of the
Arona Activity Center has clearly demonstrated the need for this type of facility in our
community.

The Committee visited a number of neighboring community centers to gain an
understanding of the range of possibilities. The Committee discussed possible
locations for, and components of, a community center. The following range of options
appears appropriate for community needs:

Facilities are needed to replace all functions of the Arana Activity Center. Space is
needed for indoor activities for families, children, youth, teens and seniors (e.g., teen
center, senior congregate dining). Meeting rooms of all sizes, including rental facilities
with kitchens, would serve community needs and provide income. A large multipurpose
room with basketball hoops and flooring appropriate for dances would provide space
for large all-season indoor activities.

A swimming pool complex would provide year round leisure activities for all ages. This
complex could include indoor and outdoor pools, leisure pool, water works play area
and diving area. The school district should be engaged in discussion of specific
features so that the facility. meets their needs as well as those of the community at
large.

Emphasis should be placed on indoor winter activities by incorporating indoor park
elements in building design. Such a park would provide inviting indoor gathering places
for groups as well as space for indoor leisure activities.

A center for history and art should be included with a history and/or art gallery.
Associated facilities could include studios for art classes, rental studio space, rental
storage space (for groups and individuals) and an art supplies sales shop.

Offices for the Parks and Recreation Department should be a part of the community
center.

A number of factors determine the timing for a decision to construct a community

11
