<br />6.0 PLANNING COMMISSION ACTION <br /> <br />6.1 On March 11, 1998, the Planning Commission held a public hearing on the request. <br />John Wall, Republic Management Company, was present to answer questions and <br />provide additional information. Matt Richards (1050 Roma) questioned the need for <br />a stop light at the intersection of Lexington and Roma. Chris Ashatono (California <br />Street) asked about the proposed changes to Larpenteur Avenue and indicated that <br />properties at the southeast corner of the intersection of Lexington and Larpenteur <br />were being purchased by Sempler Development. John Erickson (Roseville Gold <br />Eagle Cleaners) indicated that there were already too many plants in RoseviHe and <br />suggested that Don Frishberg (Grand Cleaners) purchase his business and <br />combine the two operations. Don Frishberg stated that he had been operating in <br />Roseville for 40 years and intended to stay, adding that three environmental studies <br />at Roseville Center have turned up clean. No other residents present commented <br />on this request. <br /> <br />6.2 The Planning Commission discussed the changes in dry-cleaning technology, <br />changes in regulation ofthe dry-cleaning industry (EPA and MPCA) since the City's <br />regulations were adopted in 1987, the impact of relocating Grand Cleaners to this <br />site (minimal), proposed improvements to Larpenteur Avenue that will impact this <br />shopping center, the inappropriateness of rezoning the property to 8-4, and the <br />benefits of treating the request as Phase I of a PUD <br /> <br />6.3 The Planning Commission recommended approval of this request as Phase I of a <br />Planned Unit Development, which would allow dry cleaning service facilities <br />(processing) and all uses currently allowed in the underlying B-2 zoning district, <br />based on the findings outlined in Section 3.1 of this report, and with the provision <br />that the applicant (Lexington Plaza, LLC) complete an overall planned unit <br />development by April 1 , 1999 (6-0). <br /> <br />6.4 Phase 1\ of the PUD would include reconfiguration and improvement of off-street <br />parking areas, upgrading of signage for the shopping center, and potential <br />redevelopment/improvement of the two pad sites (MotoPhoto and Dairy Queen). <br />If an application for Phase 1\ is not made or is not approved, any dry cleaning <br />service facility located on this property would be classified as a legally existing non- <br />conforming use and could not be extended, expanded, intensified, or changed. <br /> <br />6.5 Since the Planning Commission meeting, staff meet with Gary McLean (owner of <br />Clean'n'Press in Lexington Plaza). Mr. McLean was a member of the citizen task <br />force that recommended changes to the City's regulations for dry cleaning <br />establishments in 1987. He had expressed an interest in this request and asked to <br />be informed of any meetings regarding the request. Through an error (either human <br />or with the fax machine) he was not notified of the Planning Commission meeting <br />and, as a result, did not have an opportunity to speak at the hearing.
