A letter from Mr. McLean regarding this
request is attached.

The City's Building Official has also discussed this request with a representative of
Ramsey County's Department of Public Health. Because the product used in dry
cleaning processing (perc) is a hazardous material and may leach through a
standard concrete floor and cause contamination in the surrounding ground,
Ramsey County is suggesting that any dry cleaning processing business be
required to install an impervious floor as a condition of approval. The Building
Official has also advised that the exhaust venting for the dry-cleaning processing
operation must not adversely impact adjoining residential areas or any restaurants
within the shopping center.

SUGGESTED CITY COUNCIL ACTION

1\ is the policy of the City Council to accept public comment as time per\p~~ab'1
<)~b1~tt4t ~ ~ ~~ . ~tM"1fl1'
By motion, approve this request~s the concept and final plan for Phase I of a
Planned Unit Development, which would allow dry cleaning service facilities
(processing) and all uses currently allowed in the underlying B-2 zoning district,
based on the findings outlined in Section 3.1 of this report, and with the following
provisions:

1) The applicant (Lexington Plaza, LLC) must complete an overall planned unit
development by April 1, 1999, which, at a minimum, addresses the
reconfiguration and improvement of off-street parking areas, upgrading of
signage for the shopping center, and potential redevelopment/improvement
of the two pad sites.

2) An impervious floor and approved exhaust venting must be installed in any
space occupied by a dry cleaning business with on-site processing prior to
issuance of a Certificate of Occupancy.

Attachments: location map; notification map with zoning/comprehensive plan designations; notice of public
hearing; existing site plan; project narrative; setback comparison for B-2, B-4, and S-C; use comparison for
B-2, B-4, and S-C; information on MPCA Drycleaner Fund; letter from Gary McLean.

60-day Time Limit: application submitted on February 9, 1998: application accepted as complete on February
19, 1998; decision deadline is April 10, 1998.

Prepared by: Oennis Welsch (490-2232) and Kim Lee (490-2236)

M:\RCA\PF2990

PF#2990 - RCA (03/23/98) - Page 5 of 5
