We have over thirty people on <br />payroll and pay significant real property taxes. The location that we are concerned <br />about is at 1714 Lexington Avenue in the Lexington Plaza Shopping Center. <br /> <br />Ten years ago we were very much involved in the drafting of the zoning relating to <br />modern dry cleaning plants. <br /> <br />We are not eleventh hour participants in this matter. I have been in contact with Kim <br />Lee and she was to advise me of the timing of the Planning Commission Meeting. <br />She failed to do so and unfortunately, I missed that meeting. We will be at the Council <br />Meeting on March 23, 1998. <br /> <br />I have reviewed the Planning Commission Meeting recommendation regarding Grand <br />Cleaners. It has been recommended that a PUD be used to accommodate them. <br /> <br />Is this the appropriate use of PUD's? There is no plan!!! <br /> <br />The recommendation, as I read it, basically allows Grand Cleaners to operate a <br />business zoned B-4 in a shopping center zoned B-2 with no other provisions and to <br />the benefit of no one else. This is referred to as Phase I of the PUD. It seems to me <br />that there needs to be a more comprehensive plan filed than just this to determine the <br />true benefits. It further states that "if application is not made within this time period <br />(one year/4-1-99) Phase I would be considered null and void". Would this result in <br />Grand Cleaners having to close? <br /> <br />It seems that this is simply the rezoning of a single retail space for the benefit of one <br />business owner. Without a lease, Grand Cleaners has little value for sale. rt the <br />business is moved and viable and consequently sold, who benefits? The Owner. <br />
