<br />. <br /> <br />building to Insure that children are not In traffic patterns, IS of great <br />importance. <br /> <br />Parking requirements for day care facilities call for four spaces per principle <br />use plus one space for each 500 sq. ft. in excess of 1,000 sq. ft. of gross <br />floor area. The building size is approximately 3800 sq. ft., generating an <br />overall parking requirement of 10 spaces. The parking lot, in the rear of the <br />building, has a capacity for parking wen in excess of this minimum <br />requirement. <br /> <br />With the exception of adding the fence around the play area and changing <br />the face of the pylon sign, no exterior changes are proposed for the building. <br />The primal)' building material is brick at this time, which is consistent with <br />the design standards chapter of the RoseviUe zoning ordinance. <br /> <br />Daycare licensing is the responsibility of Ramsey County and their criteria <br />must be met by the applicant before a license would be issued and we would <br />assume construction begin. During the building pennit review process, life. <br />safety code compliance will be closely reviewed by building and Fire <br />Department staff. <br /> <br />CONCLUSION AND RECOMMENDATION <br /> <br />The property at 1875 W. Perimeter Drive has been vacant for a period of time. It <br />is zoned B~ IB and daycare facilities are considered special use pennits in this <br />districts. Minneapple International Montessory currently operates other daycare <br />facilities in the metropolitan area. They have a proven track record and are <br />convinced that Roseville and this particular location will be a strong market for the <br />services they provide. The site plan and the proposed operation of the facility <br />require no setback variances and the building materials are consistent with the <br />design standards chapter of the' zoning ordinance.
