This amendment allows the construction of a re-designed 36-unit <br />dementia facility with larger individual units than originally proposed. The Council <br />approved the PUD amendment, subject to review of the TIF revisions, which <br />will be d~scussed at the May 26, 1998 Council meeting. <br /> <br />1.2 A planned unit development is a zoning district which may include single or mixed <br />uses, one or more lots or parcels, and is intended to create a more flexible, creative <br />and efficient approach to the use of land. In considering proposed planned unit <br />developments, the City considers all standards and purposes of the Comprehensive <br />Land Use Plan to achieve a maximum coordination between the proposed <br />development and the surrounding uses, the conservation of woodlands and <br />wetlands, and the protection of health, safety and welfare of the community. <br /> <br />BACKGROUND <br />~ <br /> <br />2.0 <br /> <br />.' <br /> <br />2.1 Presbyterian Homes of Minnesota, Inc. owns the property, which is part of a <br />planned unit development approved by the City in 1993. The property is located in <br />f a PUD zoning district and the Comprehensive Plan designates the property as High <br />Density Residential. Adjacent land uses include single family residential to the west <br />across County Ditch No.4, a three to four story assisted living facility to the south, <br />a two-story donnitory to the east, and Northwestern College to the north. <br /> <br />2.2 This property is currently vacant; however, the approved PUD site plan did have this <br />parcel designated as a 36 unit assisted-care senior housing facility.
