<br />~ <br />1/~~ <br />f::JJ ~~ <br />yp ~#o <br /> <br />REQUEST FOR CITY COUNCIL ACTION <br />DATE: 04/27/98 <br />ITEM NO: I-I <br />M~erftRproved: Agenda Section: <br />~ir LAND USE <br />City of Roseville request to vacate a portion of Dellwood Street <br />(PF2997). <br /> <br /> <br />1.0 <br /> <br />1.1 <br /> <br />2.0 <br /> <br />2.1 <br /> <br />2.2 <br /> <br />2.3 <br /> <br />REQUESTED ACTION <br /> <br />The City of Roseville is requesting the vacation of a portion of Dellwood Street from <br />County Road B-2 south to Highway 36 (between the Roseville Area High School <br />property and the Grace Church property). <br /> <br />BACKGROUND <br /> <br />The City of Roseville is requesting the vacation of a portion of the right-of-way <br />known as Dellwood Street from the southerly edge of the County Road B-2 right-of- <br />way approximately 600 feet south to the northerly edge of the Highway 36 right-of- <br />way (between the Roseville Area High School property and the Grace Church <br />property). The right-of-way is 66 feet in width. This portion of Dellwood Street <br />provides access to the Roseville Area High School property and the Grace Church <br />property; however, both of these properties also have direct access to other public <br />rights-of-way. Roseville Area High School has direct access to County Road B-2 <br />and Grace Church has direct access to both County Road B-2 and Hamline <br />Avenue. There are two single family homes on the west side of the street, which <br />are owned by Grace Church and used for classrooms. <br /> <br />This segment of the Dellwood Street roadway is in very poor condition and in need <br />of repair. From a functional standpoint, this roadway segment acts as a private <br />driveway to both the High School and the Church. There is also a guard shack <br />located within the right-of-way, which is used by Roseville Area Schools. <br /> <br />This segment of Dellwood Street is discussed in the feasibility report for the 1998 <br />Pavement Management Program. Prior to the public hearing for the Dellwood <br />Street reconstruction project, Engineering staff met with representatives of the <br />School District and Church. At this meeting, staff outlined the following four options <br />for Dellwood Street: <br /> <br />1. Reconstruct to City Standards and do not vacate the right-of-way. The <br />roadway would be reconstructed to City standards and the costs assessed to <br />Roseville Area Schools and Grace Church in accordance with the City's <br />assessment policy. The policy would require 100% of the cost to be assessed, <br />with the School District and Church each being assessed approximately one- <br />half of the $82,000 reconstruction cost. The City would continue to maintain <br />the roadway after reconstruction. <br /> <br />PF#2997 - RPCA (04/27/98) - Page 1 of 4 <br />
