<br />2. Reconstruct to Roseville Area Schools/Grace Church Standards and then <br />vacate the right-of.way. The City would reconstruct the roadway to a standard <br />detennined by the School District and Church, which may result in some cost <br />savings over the first option. The cost of reconstruction would be assessed <br />100% to the School District and the Church. Upon completion of the <br />reconstruction project, the roadway would be vacated, leaving the School <br />District and Church responsible for future maintenance. <br /> <br />3. Do not reconstruct or vacate the right-of.way. The roadway would be left in <br />its current condition, with the City continuing maintenance and snow plowing <br />efforts. <br /> <br />4. Vacate the Roadway. The City would leave the roadway as is and vacate the <br />right-of-way. The east half of the vacated right-of-way would be returned to <br />Roseville Area Schools and the west half would be returned to Grace Church. <br />A utility easement would be retained over the west 40 feet of the right-of-way <br />in order to accommodate existing utilities. <br /> <br />At the meeting, staff also requested direction from the School District and Church <br />regarding which option they prefer. <br /> <br />2.4 Because this roadway segment functions as a private drive, it may be in the City's <br />best interest to vacate this segment of the Dellwood Street right-of-way. This is the <br />option that was recommended by the City's Engineering staff. <br /> <br />2.5 Section 1013.04 outlines the procedure for vacating streets, alleys, and easements. <br /> <br />3.0 STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff has made the following findings: <br /> <br />1. This portion of Dellwood Street was opened in 1951. When the Hamline <br />Avenue interchange was constructed in early 1970s, this segment of <br />roadway became a dead end. <br /> <br />2. This segment of roadway functions as a driveway for the High School and <br />the Church. Members of the public using this roadway are routinely stopped <br />at the School District's guard shack. <br /> <br />3. The proposed vacation of this portion of Dellwood Street will not have an <br />adverse impact on the general public health, safety and welfare. <br /> <br />Engineering comments include the following: <br /> <br />3.2 After the Planning Commission hearing, staff has met with the School District to <br />discuss the proposed vacation. The School District is concerned about the potential <br />access to the School at Dellwood Street.
