The City is proposing to consolidate these two lots and is requesting <br />variances to reduce the minimum lot area to 10,875 square feet and the minimum <br />lot width to 87 feet for the purpose of creating one buildable lot. The City is also acquiring the property <br />to the south of 2100 William Street North, which has been forfeited to the County <br />for back taxes. Both properties are located in an R-1 Single Family Residential <br />District, and the Comprehensive Plan identifies both properties as Low Density <br />Residential. Adjacent land uses include low density residential to the north, south, <br />east, and west. <br /> <br />2.2 The housing replacement program was established in 1996 to help the City <br />purchase outdated or non-code compliant structures that could not be economically <br />rehabilitated or sold on the open market. The purpose of the program is to replace <br />deteriorating lower value housing on scattered sites throughout the City with larger, <br />higher value housing designed for families.
