City of Rosevjlle - 2100 William... <br /> <br />Chair Katie Harms opened the public hearing and requested Dennis Welsch to present <br />a brief background for the request based on the staff report of May 27, 1998. <br /> <br />Welsch explained the City's Housing Replacement Program goals and noted that this <br />property was the first acquisition to occur in the program. Two pre-existing non- <br />conforming lots of records will be combined into one larger 87 foot wide parcel. The <br />existing structure will be razed and the City will request proposals to build a new home <br />on the site. The new building will have to meet the City's guidelines for replacement <br />housing, fitting the site and the neighborhood, and having compatible materials. <br /> <br />The staff asked that this lot be scrutinized by both the Planning Commission and the <br />City Council and that hearings be held to gather public input on this project. One letter <br />(5/26/98) was received from Bradley Krump, 2103 William, who requested that a 10 feet <br />north side setback (instead of proposed 5 feet) be approved, and that the setback on <br />the south side facing Burke be 25 feet (instead of proposed 30 feet). Mr. Krump also <br />recommended that the proposed home use building materials (brick, siding, stucco, <br />glazing) that are consistent with neighborhood homes. <br /> <br />A general discussion ensued regarding the history of the lot. Member Olson asked for <br />details on the history of the five foot side yard setback in the City. <br /> <br />Since there was no further public comment offered, Chair Harms closed the hearing. <br /> <br />MOTION: Harms moved, second by Wilke, to recommend approval of the variances to <br />reduce the minimum lot area to 10,875 square feet and the minimum lot width to 87 feet <br />for the purposed of consolidating two substandard lots into one buildable lot, and <br /> <br />recommended approval of a required north side yard setback of 10 feet and a <br />variance the south side front yard setback to allow for a 25 foot setback (instead of 30 <br />feet) at 2100 William Street, North, based on the findings outlined in Section 3.1 of the <br />project report. <br /> <br />On a roll call vote: Mulder, Klausing, Wilke, Harms, Rhody, Cunningham, and Olson <br />voted in favor.
