<br />3.0 STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff made the following findings: <br /> <br />1. Both parcels are currently substandard parcels of record. Consolidating the <br />two parcels into one buildable parcel for a new single family home will create <br />a new parcel with an area similar to other parcels in the neighborhood. <br />2. Reducing the north side yard setback to five feet and the south front yard <br />setback to 30 feet will also bring the proposed building envelope in line with <br />other parcels in the neighborhood. <br />3. The substandard sizes of the existing parcels creates practical difficulties in <br />creating a buildable lot with a building envelope of adequate size for a new <br />single family home. <br />4. The proposed variances are in harmony with the general purpose and intent <br />of the City's Comprehensive Plan and Title 10 of the City Code (Zoning). <br />5. The proposed variances, if granted, will not adversely affect the public health, <br />safety, or general welfare. <br /> <br />4.0 STAFF RECOMMENDA TION <br /> <br />4.1 Based on the findings outline in Section 3.1, staff recommends approval of the <br />request for variances to reduce the minimum lot area to 10,875 square feet and the <br />minimum lot width to 87 feet for the purpose of consolidating two substandard lots <br />into one buildable lot. Staff also recommends approval of variances to reduce the <br />north side yard setback to five feet and the south front yard setback to 30 feet for <br />the purpose of establishing a building envelope for a new single family dwelling at <br />2100 William Street North. <br /> <br />5.0 SUGGESTED PLANNING COMMISSION ACTION <br /> <br />5.1 By motion, recommend approval of the variances to reduce the minimum lot area <br />to 10,875 square feet and the minimum lot width to 87 feet for the purpose of <br />consolidating two substandard lots into one buildable lot and variances to reduce <br />the north side yard setback to five feet and the south front yard setback to 30 feet <br />for the purpose of establishing a building envelope for a new single family dwelling <br />at 2100 William Street North, based on the findings outlined in Section 3.1 of this <br />report. <br />Attachments: notification map; location map; notice of public hearing; proposed site plan with building <br />envelope; photo of properties. <br /> <br />60-day Time Limit: application submitted on April 13, 1998; application accepted as complete on April 17, <br />199B; decision deadline is June 12, 199B. <br /> <br />Prepared by: Kim L.
