2.0 DIRECTION REQUESTED:

In order to respond to the request for further work on the housing preservation
and maintenance aspects of the code, the staff requests direction and action
from the Council/Mayor and City Manager. Here are some of the issues that
need further thought:

1) What is the intent (public policy) of the code...health, safety, and protection
of community property values? Who are the stakeholders that should be
involved in the preparation of codes and programs? How far should the code
"reachtl? Should the code deal with rental housing inspection - both interior
and exterior - and with the upkeep of the exterior and yard of detached single
family homes? Such standards are available. What happens in townhouse
and condo projects - does the City inspect only those units which are rented
or should the city inspect all units because of the density of the project?
Should the city be working more pro-actively with the associations in these
projects?

2) If the code is intended to deal with health and safety as well protect
property value, should it also deal with inspection of mobile homes (at least
exterior) ?

3) Is a detached single family home that is rented treated as rental in terms
of inspection? In other words, should the city inspection process include both
the interior and exterior of rented single family units.

4) Who should staff such an effort? Planning and building inspection service
positions are at capacity and will be for the next two to four years. Fire

3
