During the past months, an informal staff study has reviewed the needs for
and suggested new tools to retain value in the city's housing stock.

The City of Minneapolis, St. Louis Park, Coon Rapids, Winona. Mounds View,
White Bear Lake, and Mankato Housing Maintenance ordinances have been
reviewed, as well as a number of models. In addition, there is a movement
to propose state legislation for state-wide uniform housing code requirements
in 1999.

From those reviews (and the housing clean-up issues of 1997) came
preliminary concepts for housing preservation, maintenance/nuisance and
code improvements that were intended to:

1) Provide minimum housing preservation, maintenance, and interior clean-up
(when necessary) regulations for all housing units - owner occupied and
rental.

2) Provide an exterior onlv maintenance regulation for owner occupied single
family housing units, improving the street appeal and value of single family
neighborhoods. Some life safety inspection already occurs within the common
areas of multi-family structures. - Should the code protect rental residents
further by gaining access to inspect individual units?

3) Reduce litter, weeds, and vehicles parked in yards.

4) Begin the upgrading of the mobile home park.

2
