RCA Exhibit A <br />Agenda Date: 8/6/2014 <br />REQUEST FOR PLANNING COMMISSIONDISCUSSION <br />Agenda Item: 6a <br />Division Approval Agenda Section <br />OB <br />THER USINESS <br />Item Description: Review the proposed sale of 2325 – 2335 Dale Street and 657 – 675 Cope <br />Avenue by the Roseville Housing and Redevelopment Authority and City <br />of Roseville to facilitate the “Dale Street fire station redevelopment <br />project” <br />B <br />ACKGROUND <br />1 <br />Minnesota Statute 462.356 establishes how a City is to effect or realize the goals of its <br />2 <br />Comprehensive Plan once adopted. This particular statute actually precedes the requirement to <br />3 <br />adopt a zoning code that reinforces the Comprehensive Plan, and it requires the City’s “planning <br />4 <br />agency” to review all proposals by the City (or a “special district or agency thereof”) to acquire <br />5 <br />or dispose of land and make findings as to the compliance of the acquisition or disposal with the <br />6 <br />Comprehensive Plan. For Roseville, the Planning Commission is the “planning agency” <br />7 <br />identified in the statute. <br />8 <br />For the purposes of Minn. Stat. 462.356, the Roseville Housing and Redevelopment Authority <br />9 <br />(RHRA) is a special district or agency of the City. City of Roseville already owned the fire <br />10 <br />station property at 2335 Dale Street, and by mid-2013, RHRA had acquired the vacant residential <br />11 <br />property at 2325 Dale Street and lots at 657 – 675 Cope Avenue to assemble a larger <br />12 <br />redevelopment site. In the fall of 2013 the RHRA requested redevelopment proposals from <br />13 <br />developers that would address the ideas generated by the community workshop hosted by the <br />14 <br />Corridors Development Initiative and selected the one presented by the Greater Metropolitan <br />15 <br />Housing Corporation (GMHC), which a mix of owner-occupied, one-family detached and <br />16 <br />attached townhomes. <br />17 <br />During the spring of 2014, the Planning Commission and City Council reviewed and approved <br />18 <br />the necessary amendments to Roseville’s Comprehensive Plan land use map and amendments the <br />19 <br />zoning map and zoning text, along with a new plat of the property, to facilitate the proposed <br />20 <br />redevelopment project. Now that final plans and development agreements are nearly complete <br />21 <br />RHRA is preparing to sell the land to GMHC so the Planning Commission must review the <br />22 <br />potential disposition and make findings about its compliance with the Comprehensive Plan. <br />23 <br />RCP <br />EVIEW OF OMPREHENSIVE LAN <br />24 <br />Jeanne Kelsey, RHRA’s Executive Director, identified several goals and policies within the <br />25 <br />Comprehensive Plan that pertain generally to the issue at hand; the review is meant to be <br />26 <br />representative of the Comprehensive Plan’s guidance, but the review will not be exhaustive. <br />27 <br />GLUG&P <br />28 ENERAL AND SE OALS OLICIES <br />Policy 1.1: Promote and provide for informed and meaningful citizen participation in planning <br />29 <br />and reviewprocesses. <br />30 <br />Dale Street project disposition discussion <br />Page 1 of 2 <br />
