REQUEST FOR COUNCIL ACTION <br /> Date:September 8, 2014 <br /> Item No.: 7.f <br />Department Approval City Manager Approval <br />Item Description: Renewal of Ramsey County GIS User Group Joint Powers Agreement <br />B <br />ACKGROUND <br />1 <br />The Ramsey County User Group is an alliance formed in 1995 between public agencies <br />2 <br />interested in utilizing geographic information systems (GIS) data that has been created by the <br />3 <br />agencies and maintained by Ramsey County. The Ramsey County GIS Users Group is seeking <br />4 <br />the renewal of its Joint Powers Agreement for the three-year period 2015-2017. Previous <br />5 <br />agreements have been approved by Council at the July 28, 1997, January 10, 2000, September <br />6 <br />15, 2003, November 11, 2005, August 22, 2008 and September 10, 2011 meetings. The new <br />7 <br />agreement contains only slight modifications from the previous agreement, which mostly <br />8 <br />includes dates and statute updates. <br />9 <br />PO <br />OLICYBJECTIVE <br />10 <br />The joint powers agreement allows each member organization to add its own unique data to the <br />11 <br />County data provided in this agreement to create a rich and powerful tool to assist in <br />12 <br />organizational decision-making and day-to-day operations. The Users Group is seen as a model <br />13 <br />in the metropolitan area in how units of government can work in collaboration to effectively <br />14 <br />exchange and utilize GIS data, services and knowledge. <br />15 <br />FI <br />INANCIAL MPACTS <br />16 <br />The annual fee for the Ramsey County GIS User Group membership for Roseville since 2012 <br />17 <br />has been $3,389.56 and for the five years prior to that the annual fees were $3.392.58. The <br />18 <br />annual fees are based on a factor of the population served based on the Census. The next census <br />19 <br />is not scheduled until 2020 so no fee change is expected until that time. There will be no change <br />20 <br />to the current fee of $3,389.56 for 2015 and will be paid out of the Community Development <br />21 <br />fund. As a member of the Users Group, Roseville has access to Ramsey County GIS data and is <br />22 <br />provided physical features and aerial photography updates. Working together through the Users <br />23 <br />Group allows the Ramsey County city members significant cost savings in maintaining and <br />24 <br />purchasing of essential GIS data. <br />25 <br />SR <br />TAFF ECOMMENDATION <br />26 <br />The City Attorney has reviewed the agreement and staff recommends the Joint Powers <br />27 <br />Agreement be approved to enable the City to continue to participate as a member of the Ramsey <br />28 <br />County GIS Users Group. <br />29 <br />RCA <br />EQUESTED OUNCIL CTION <br />30 <br />Motion approving the revised Ramsey County GIS User Group Joint Powers Agreement. <br />31 <br />Page 1 of 2 <br />
