<br />The recombination and consolidation will bring the property lines into conformance <br />with the actual use of the two parcels to be developed and will assist Ryan with <br />phasing of the new development. A survey of the existing lots, legal descriptions <br />of the existing lots and lot recombination as parcels, a survey sketch of the <br />proposed minor subdivisions and recombination, and new legal descriptions for the <br />three resulting parcels have been submitted in conjunction with the request. The <br />three resulting parcels will meet the minimum width, depth, and lot area for the <br />zoning district and PUD in which they are located. <br /> <br />2.3 The requested minor subdivision has been reviewed by Engineering staff. Since the <br />existing uses are not changing, there will be no additional impacts on utilities, traffic <br />andlor access. No additional right-of-way or utility easement dedication will be <br />required with this action. However, staff will work with Ryan Companies to resolve <br />any vacation and relocation of utility, pathway, and drainage easements and <br />proposed expanded storm pond easements. <br /> <br />2.4 Section 1104.04B of the City Code outlines the procedure for a recombination type <br />of minor subdivision and Section 1104.04C outlines the procedure for a <br />consolidation type of minor subdivision. Neither type of minor subdivision requires <br />a public hearing or review by the Planning Commission. The recombination of the <br />parcels requires City Council approval. If the requested action is approved, the final <br />certificate of survey for all actions will be reviewed by the Community Development <br />Director and then recorded with the Ramsey County Recorder by the applicant. <br /> <br />3.0 SUGGESTED ACTION <br /> <br />3.1 By motion, approve Ryan Companies' request for a minor subdivision to allow the <br />recombination of Lots 3, 4, 5 of Block 1, Centre Pointe Business Park into 3 parcels <br />as described and illustrated on the drawings and legal descriptions dated April 20, <br />1998 or as corrected, subject to review by the City Attorney, Engineer, and subject <br />to vacation and relocation of city utility, pathway, drainage, and ponding easements <br />within Lots 3, 4,5, and expansion of the storm water easement. <br /> <br />Attachments: Property location map; survey of property; proposed subdivision of property; and legal <br />descriptions of existing and proposed parcels. <br /> <br />60-day Time Limit: Application submitted on April 20, 1998; decision deadline is June 20, 1998. <br /> <br />Prepared by: Dennis Welsch (490-2232) <br />M:\RCA\PF3013.RCA <br /> <br />PF#3013 - RCA (05/26/98) ~ Page 2 of 2 <br />
