<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 06/08/98 <br />ITEM NO: H-l <br /> <br /> <br />Agenda Section: <br />PUBLIC HEARINGS <br /> <br />Hess Kline request for a minor subdivision at County Road C-2 and <br />Long Lake Road (PF#3020). <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Hess Kline is requesting a minor subdivision to allow the subdivision of a 3.68 acre <br />parcel into a 1.72 acre parcel and a 1.96 acre parcel. The property to be subdivided <br />is located along the east side of the Minnesota Commercial Railroad (Minnesota <br />Belt Line Railway Company) right-of-way and south of County Road C-2. This case <br />was continued at the applicant's request from the May 26, 1998 meeting. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Hess Kline owns a 3.68 acre parcel located south of County Road C-2 and adjacent <br />to the Minnesota Belt Line Railway Company right-ot-way. The property is used for <br />vehicle storage, is designated as Industrial in the Comprehensive Plan, and is <br />located in an 1-1, Light Industrial District. Adjacent land uses include a combination <br />of industrial and commercial uses to the north, south, east, and west. <br /> <br />2.2 Mr. Hess is requesting a minor subdivision to allow the subdivision of one recorded <br />parcel into two parcels. The northern parcel will be 1.72 acres in size and the <br />southern parcel will be 1.96 acres in size. A sketch plan of the proposed <br />subdivision as well as new legal descriptions tor the two resulting parcels have been <br />submitted in conjunction with the request. The two resulting parcels will meet the <br />minimum width (100 feet) and lot area (one acre) for an 1-1 zoning district; however, <br />the southern parcel will not have the required 100 feet of frontage on a public right- <br />way. The request is being made at this time in order to facilitate the sale of the <br />southern parcel to another party. <br /> <br />2.3 Numerous easements severely limit the use of the property. These easements <br />include an NSP easement for transformer towers and transmission lines, an Amoco <br />Oil Company easement, and a City of Roseville utility easement. The entire parcel <br />has been used for vehicle storage in the past; therefore, the exterior storage on the <br />property is classified as a legally existing non-conforming use of the property. <br />(Section 1007 .02(B) states that all open and outdoor storage is prohibited in light <br />industrial districts.) <br /> <br />P#3020b - RCA (06/08/98) - Page 1 of 2 <br />
