<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br /> <br />DATE: 10/14/98 <br />ITEM NO: 6(b) <br />City Manager Approval: Agenda Section: <br />PUBLIC HEARINGS <br />Item Description: City of Roseville proposal to officially map the Twin Lakes Parkway <br />right-of-way (PF3022) <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 The City of Roseville is proposing to officially map the right-at-way reterred to as <br />Twin Lakes Parkway in accordance with Minnesota Statutes 9462.359. The official <br />mapping of this roadway will implement the comprehensive plan for the Twin Lakes <br />Redevelopment Plan, which was amended in September 1997 to change the <br />alignment ot this roadway. <br /> <br />1.2 The purpose of official mapping is to allow the City an opportunity to establish a <br />future right-of-way for public purpose and purchase it without additional <br />improvements. Official mapping sets forth the proposed right-ot-way and gives <br />property owners notice at the intended location. If a property owner applies tor a <br />building permit for improvements within the right-at-way, the City has 90 days to <br />purchase the right-of-way at market value. If the City does not take action to <br />purchase the right-of-way, the property owner may make improvements in the <br />proposed right-of-way. A copy of Minnesota Statutes 9462.359 is attached. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 The Twin Lakes Parkway Redevelopment Plan was completed in the mid-1980s and <br />incorporated into the City's Comprehensive Plan. The purpose of this plan is to <br />guide future development in the area generally bounded by County Road C West <br />on the south, Cleveland Avenue on the west, County Road C-2 on the north, and <br />Fairview Avenue on the east. In order to improve access, the transportation portion <br />of the plan includes the construction at a new roadway between Fairview Avenue <br />North and Cleveland Avenue North, identified as Twin Lakes Parkway. <br /> <br />2.2 In September 1996, a study prepared by BRW recommended realignment of the <br />proposed Twin Lakes Parkway to line up with the existing 1-35W ramp. This <br />alignment will have a minimal impact on the wetlands to the north of the 1-35W <br />ramp, will provide a direct connection to 1-35W, and provide a direct access to 1- <br />35W for truck traffic (which will reduce traffic on other roadways in the area). The <br />eastern portion at the roadway (Snelling Avenue North to Fairview Avenue North) <br />will generally follow the existing Terrace Drive, while the western portion of the <br />roadway (Fairview Avenue North to Cleveland Avenue North/l-35W) will involve the <br />construction of a new roadway. <br /> <br />PF3022 - RPCA (10/14/98) - Page 1 of2 <br />
